Jeffrey T. Lindsey

Dr. Jeffrey Lindsey has served in a variety of roles in the fire and EMS arena for the past 25 years. He has held positions of firefighter, paramedic, dispatcher, educator, coordinator, deputy chief, and chief. He has also worked in the insurance industry in education and risk control. Dr. Lindsey serves on various advisory boards, state and national committees, and also writes a monthly article for JEMS, a national EMS journal.
He is ret. Fire Chief for Estero Fire Rescue. He started his career in Carlisle, Pennsylvania as volunteer firefighter/EMT. In 1985 Dr. Lindsey pioneered the first advanced life support service in Cumberland County, PA. Dr. Lindsey has experience in various environments from the Philadelphia Fire Department to hospital, third service organizations and currently Estero Fire Rescue.
He holds an Associate degree in Para-medicine from Harrisburg Area Community College, a Bachelor degree in Fire and Safety from the University of Cincinnati, a Master degree in Safety from Kennedy-Western University, and a Master degree in Instructional Technology from the University of South Florida. Dr. Lindsey has his Ph.D. in Instructional Technology/Adult Education from the University of South Florida where his dissertation research focused on emergency vehicle driving and simulation. Dr. Lindsey is completing the Executive Fire Officer Program at the National Fire Academy and completed his first research project on performance evaluations for the executive level managers.
He has designed and developed various courses in fire and EMS. Dr. Lindsey is accredited with the Chief Fire Officer Designation. He also is a certified Fire Officer II, Fire Instructor III, and paramedic in the state of Florida. He holds a paramedic certificate for the state of Pennsylvania. He is also a certified instructor in ACLS, Advanced Haz Mat Life Support, GEMS, BTLS affiliate faculty, and instructs a variety of courses.

Richard Patrick
M.S., ESRSM, ERSM, EMT-P

Mr. Patrick serves as Director of Emergency Medical Service Programs for a leading emergency service insurance company. Rick is a nationally known leader, educator, lecturer, author, speaker, and consultant in emergency services. He is a former Chief of EMS in the City of Lebanon, PA. Rick is a certified Paramedic/Firefighter and the President & Chief Executive Officer of the Union Hose Fire Company of Annville, PA. He serves as the Annville Township Fire Marshal. Rick holds a Bachelor of Science Degree in Engineering Safety with a concentration in Emergency Services, and a Masters Degree in Public Safety Administration at Saint Joseph’s University, Philadelphia.. He is also a small business entrepreneur, a member of the Annville Township Planning Commission, and an alumnus of the Lebanon Valley Chamber of Commerce - Leadership Lebanon Valley program.
Rick has over twenty-six years diverse experience in Emergency Services. He was recently appointed to a three-year fellowship on the National Association of Emergency Dispatch. He is a Principal Member of the Technical Committee on EMS for the National Fire Protection Association. Rick also serves on the Editorial Advisory Board for EMS Magazine, ICHIEFS Health and Safety Committee, Congressional Fire Services Institute Advisory Board, Adjunct Faculty Member for Paramedic Education-Allied Health and the Public Safety Center at Harrisburg Area Community College, Harrisburg Area Community College EMS Advisory Council, Professional Standards Committee for the American Ambulance Association, Regional Faculty for the American Heart Association in Advanced Cardiac Life Support, Reviewer for the Continuing Education Coordinating Board for EMS (CECBEMS), and is a certified Emergency Medical Dispatcher. Rick is a member of the IAFC, IAFC-EMS Section, National Association of EMS Educators (NAEMSE), International Society of Fire Service Instructors (ISFSI), NFPA, NAEMT’s, NAEMD, NA of EMS Physicians, FDSOA, ASTM F-30 on EMS, PA Emergency Health Services Council, PA Paramedical Society, and the American Ambulance Association.
Rick remains active as a paramedic and volunteer firefighter. His career has scaled the ranks as a Firefighter, Lieutenant, Captain, EMT, Paramedic, Flight Medic, Administrator, and Chief. He served on one of the first Quick Response Medical Units in Pennsylvania and worked his way to “Chief of Operations” at one of the largest EMS-Fire Systems in South Central PA. Rick was responsible for conceptualizing and implementing the first Advanced Life Support Service for Eastern Lebanon County and the City of Lebanon, PA. He also serves on his local municipality planning commission.
Mr. Patrick has had the privilege to travel throughout the United States and abroad consulting, educating and speaking on a variety of business, industrial and public safety topics.

Dennis Mitterer
M.S., CSP, ESRSM, ERSM, NREMTP, RN
Mr. Mitterer is an Educational Specialist for Volunteer Fireman's Insurance Services, (a subsidiary of Glatfelter Insurance Group, York, Pa.). Dennis is responsible for the development and delivery of Emergency Service Programs throughout the nation. His twenty-one years of emergency services are recognized locally, regionally and nationally.
Mr. Mitterer earned a Masters Degree in Business Management from Penn State University with a concentration in Health Care. His years of experience have led profit and non-profit organizations to successful goal achievement and success. He has earned the designation as an Associate Risk Manager, from the Insurance Institute of America, successfully completed the requirements for the designation as an Certified Safety Professional, from the American Society of Safety Engineers and holds a license for Life and Health Insurance from the State of Pennsylvania. Graduate with an Associate Degree in nursing from Excelsior University and is a registered nurse for the State of Pa.
As an educator, Mr. Mitterer is on staff at Immaculata College, Immaculata, Pa., and Eastern College, St. Davids, Pa., As an associate professor, he teaches Strategic Planning, Marketing, Management, Management Science, Finance and Nursing Management. He is also an adjunct faculty member for Harrisburg Area Community College, for which he instructs in the paramedic and Allied Health Programs.
Dennis is a member of the National Association of EMS Educators, has published numerous articles for Emergency Service Magazine, Journal of Emergency Medicine and Occupational Safety. He has served as the Chief Financial Officer for United Peoples Credit Union and was past Operations Chief for the largest EMS organization in Lancaster County. Dennis continues to maintain his paramedic certification through Lancaster Emergency Services Association, where he functions as a medic and preceptor. His career his encompassed the ranks of Lieutenant in Wheatlland Fire Company, Lancaster, Pa., Paramedic, Training Officer, Preceptor Coordinator and Board Member of various EMS organizations.
Mr. Mitterer is the founder of DMRD Ideas Inc., a company that designed, patented, marketed and distributes the Ring Remover. He has used this experience to assist in development of two successful companies.
